HB 1163 Update (9/25/26)
SVRC is actively working with the Washington State Patrol (WSP) to get an in-house instructor approved to teach the firearms safety course associated with HB 1163’s permit-to-purchase requirement. We believe this requirement is unconstitutional, but we want to help our members and the general public meet it.
Our classroom presentation is under review by WSP. Once it is approved, we’ll build a class calendar and share registration information.
The course will include a 50-round live-fire portion. We are working out how to conduct it at SVRC using four pistol bays and rotating students through them. We do not plan to close the range for these classes.
This is evolving every day. We’ll share updates as we receive them from WSP and expect to have a more detailed update in the next 30–45 days.

Our Federal government representations in the House are attempting to limit 2nd amendment rights. HR 1808: Assault Weapons Ban on AK Rifles, AR-15s and Pistol Grips was passed on 7/19/2022. PLEASE contact your Senate and House representative and let them know your feelings about this bill. Gun training and education are the most important aspects of gun safety. New ATF proposal on AR pistols and stabilizing brace definitions. If the Department of Justice enacts 2021R-08, many braced pistols will become unregistered SBRs, making innocent, law-abiding Americans into criminals subject to jail and large fines. It is MOST important that we call attention to the potential impact of these rule changes.
